Founded in 2023, PHRBO was created to provide software infrastructure to a recruitment agency transitioning from offering contractor payroll to operating as a full-fledged local EOR. The agency realized that there was no specialized software tailored to the unique needs of local PEOs—only generic accounting systems and payroll platforms built for traditional employers, not for payroll businesses. PHRBO’s founders saw the gap in the market and asked ourselves: Why should local PEO/EOR providers have to rely on inadequate, one-size-fits-all solutions? So, we set out to create PHRBO—a platform specifically designed to empower local PEOs and EORs with the technology they need to thrive.
